　　刘德军表示，2023年，中国海警局紧盯非法盗采海砂等重难点问题，联合最高人民检察院、公安部部署开展打击涉海砂违法犯罪专项行动，加强形势分析研判，科学力量部署，强化联勤联动，巡查砂场、码头、施工现场等处所3800余个次，检查各类船舶1.68万艘次，查获涉海砂案件98起，查扣涉案船舶95艘、海砂45.2万吨，同比均大幅下降，重点海域的非法盗采海砂多发势头得到遏制。

　　刘德军说，中国海警局紧紧围绕海洋生态环境保护执法的特点规律，不断创新海上监管模式，统筹运用人、船、机等力量，构建起陆岸巡查、海上巡航、空中巡视的立体监管模式，科技管海治海水平得到提升。
